Job Summary

Development Services Project Manager's primary responsibility is to contribute to the successful development of utility-scale energy projects across the United States. You will be responsible for managing the many facets of project development, from initial greenfield efforts to the start of construction. This position may involve overseeing multiple projects concurrently, with responsibilities including permitting, landowner lease negotiations, interconnection processes, project research, and nurturing important relationships with independent power producers (IPPs) and developers. You will play a significant role in advancing the development process, ensuring compliance, and collaborating with internal and external stakeholders.

The key aspect that a successful Project Manager will understand, practice, and try to perfect is both the client relationship and client revenue opportunities. A Project Manager must be able to seamlessly take a lead, grow into an opportunity, execute the pitch, win the business, and continue to earn the business every day.

Job Responsibilities

Project Development and Coordination

  • Manage all aspects of energy project development, from initial greenfield stages to the start of construction.
  • Identify new development opportunities performing site assessments, fatal flaw analysis, initial site reconnaissance, survey coordination, and other due diligence on new and existing projects.
  • Collaborate with internal teams focusing on site acquisition, real estate, permitting, interconnection, environmental, and policy aspects.
  • Manage/Contract external entities for aspects of the project such as survey, Geotech, environmental conditions, civil design, etc.
  • Manage the interconnected aspects of multiple utility-scale energy projects.
  • Support and engage in the BLM process, including Plan of Development (POD) preparation/revision and liaison with BLM staff, or other federal agencies.
  • Monitor Generation Interconnection Studies conducted by transmission providers and third parties.
  • Manage and report project data related to budget, schedule, and deliverables.

Permitting and Environmental Compliance

  • Responsible for obtaining all required permits for utility-scale energy projects, including local land use approvals from the Authority Having Jurisdiction (AHJ), such as Conditional/Special Use Permits (CUP/SUP), Zoning Authorizations, etc.
  • Obtain necessary crossing agreements such as pipeline, transmission line, DOT, UPRR, communications, sewer and water, and more.
  • Responsible for obtaining all environmental clearances from Local, State, and Federal agencies as applicable, such as CEQA, NEPA, SEQR, etc.
  • Evaluate and obtain any required threatened and endangered species initial screening, protocol surveys, and any required State or Federal authorizations or permits.
  • Assist in resolving plan check comments and visit agencies offices to expedite reviews and address comments.
  • Create and maintain a comprehensive permit summary and a permit document library.

Stakeholder Engagement and Business Development

  • Analyze and communicate project status, risks, schedule, and costs to all stakeholders, as needed.
  • Gathering market intelligence and foster relationships with stakeholders, including officials/regulators, utilities, RTOs, community leaders, and landowners to support project development.
  • Lead all aspects of proposal development and submission including project planning, budgeting, and scheduling.
  • Establish critical objectives with clients and lead contract preparation and negotiations.
  • Plan, organize, and communicate project personnel needs to department management.
  • Offer guidance and training to junior staff members in technical and industry aspects.

Knowledge, Skills, Competencies, and Experience

  • Bachelor's degree or equivalent in a relevant field, such as technical, business, or science.
  • 3-5 years of work experience in the renewable and/or traditional energy industry.
  • Proficiency in software tools such as Microsoft Office Suite (Outlook, Excel, MS Project, Word, and PowerPoint).
  • Ability to travel approximately 25% of the time to project sites, industry events, and company events.
  • Familiarity with GIS, mapping systems, third-party siting tools, Google Earth, and document management systems.
  • Understanding of regulatory requirements and agreements related to government, utilities, local permits, and land.
  • Project management or development experience in the energy, construction, or real estate industries.
  • Strong organizational, networking, leadership, and time management skills.
  • Excellent written and verbal communication skills.
  • Critical thinking skills with problem-solving abilities.
  • Strong interest in the energy sector and a desire to work in an entrepreneurial environment.
  • High attention to detail and strong interpersonal and teamwork skills.
  • Ability to work productively with limited supervision.
